Performance Indicators and Surveillance Plans 2010-11
Since the 2007-08 reporting period, an infection control data compliance Key Performance Indicator (KPI) was introduced into the Statement of
Priorities. The Statement of Priorities is an agreement between the minister and hospital boards on key deliverables and performance priorities
for the year, including KPI’s. Each month, performance against targets agreed in the Statement of Priorities is summarised in the Integrated
Performance Report. This report, which is for limited distribution to the Chief Executive Officer and board chair, gives a summary of the
health service performance.
The infection control data compliance KPI aims to improve the quality of infection control reporting by requiring health services to be fully
compliant in their data submission to the VICNISS Coordinating Centre. Health services have been providing data to VICNISS for over seven years.
The VICNISS Performance Indicators are set out in the Type 1 and Type 2 Performance Indicators documents available on the VICNISS website.
These outline the defined set of surveillance activities and data quality indicators that hospitals are required to perform and achieve.
A public health service’s performance is analysed quarterly by the VICNISS Coordinating Centre (VCC) according to these indicators.
The VCC provides a report to the Quality and Safety Programs Unit of the Department detailing each hospital’s performance.
If a hospital is unable to undertake the surveillance activities as listed in the Performance Indicator document for any period of time,
formal notification to the VCC is required by completing the form

This notification needs to be signed by the Infection Control Coordinator and the Infection Control Executive Sponsor.
This information will then be forwarded to the Department.
VICNISS Performance Indicators are reviewed annually by the VCC, the Department and are endorsed by the VICNISS Advisory
Committee (VAC).
All VICNISS Surveillance Plans are due to be submitted to the VCC by 1st June 2009.
When completing the Surveillance Plan, please refer to the Performance Indicators. Please contact the VCC if you have any inquiries regarding the
Performance Indicators or the Surveillance Plans.

VICNISS Participant Staffing Updates
Remember if you have any changes to your infection control or hand hygiene staffing please notify the
VICNISS Coordinating Centre. This ensures the VICNISS contacts database is kept up-to-date for
distribution of relevant information including VICNISS eBulletin, education forums etc.
VICNISS requires the name, designation and contact details for any new staff. If you are unsure if
you or others are included on the VICNISS database please contact VICNISS and we can easily check and
update if necessary.

Staphylococcus aureus Bacteraemia (SAB) & Hand Hygiene Reports
Reports on your hospital and Aggregate (State of Victoria) hand hygiene compliance have been distributed to ICPs on Friday 5th March. These reports were not be posted
on the VICNISS website due to the interim nature of this reporting method. If you have not received your report by the time you read this please contact the Coordinating Centre.
Exact details of SAB reporting are still being worked out at the national level and these reports
will be made available as soon as possible once a decision is made.
**Stop press** - Unfortunately Blood collectors were left off the HH reports – amended reports will be made available as soon as possible and apologies for the inconvenience.

VICNISS Webforms for Data Entry
For the Hand hygiene project, as of Period 1, 2010 (commenced 1st November 2009)
Staphylococcus aureus Bacteraemia (SAB) data must be submitted using the
SAB web based data collection form (webform) . You must be a registered
VICNISS web form user to use SAB (and other) webforms.
As of 1st April 2010, data must be submitted via webforms for the following modules:
- Type 2 Monthly data summary forms (Previously the fax cover)
- Type 2 Occupational exposures
- Haemodialysis incidents & denominator
- Influenza vaccinations
Up until 31st March 2010, it is optional to use either paper or webforms for these modules.

Type 1 Surveillance Update - SHIINe Software
Fourteen health agencies, covering sixteen hospitals, have now signed on to have the SHIINe software
installed. The following health agencies have agreed to be part of the SHIINe rollout and we are working
with these to implement the software:
- Peninsula Health; St Vincent’s; The Royal Children’s Hospital; Barwon Health; Gippsland Health
Alliance; Northern Health; Albury Wodonga Health; Ballarat Health; Bendigo Health; Goulburn Valley
Health; Eastern Health; The Women’s Hospital; North East Health Wangaratta; South West HealthCare.

Type 2 Surveillance Update
Please note a 'Type 2 Staphylococcus aureus Bloodstream Infection (BSI)
Report' will no longer be included in the quarterly reports. This is because as of November 2009, the
'Hand Hygiene S. aureus Bacteraemia (SAB) webform' has replaced
the current 'Type 2 S. aureus Bloodstream Infection' form. The Type 2
hospitals, like the Type 1 hospitals, will eventually receive a 'Hand Hygiene SAB Report'.

VICNISS Coordinating Centre Staffing Updates
Farewell to... Claire Boardman, who is currently sunning herself on various
Torres Strait Islands, learning what to do when a helicopter crashes, and watching turtles laying
eggs. Oh, and I believe catching the odd shark. Claire had been with VICNISS since its inception so
she will be greatly missed, and an asset to her new employer up North.
Welcome to... Jennifer Bradford, who will be starting on 9th March to take up
Claire’s position. Jen will also be coordinating hand hygiene compliance data and education and we are
all eagerly looking forward to her arrival.
Welcome back to... Clinton, who will be returning to work part-time from
early March. We wish him all the best with his continued recovery.
Welcome back to... Kylie, who has returned back from maternity leave this month... And Congratulations
on the safe arrival of baby boy Addison on 30th December.
